got this commander from the princess quest, can it be upgrade? if so how?

As @Zenzer (GB1) said, the relic equipment cannot be upgraded as of right now.

Uses Construction Tokens to build and shards to use.  With an option for Ruby use of course...…...

I see the commander hero I won showing a 40max for the cy.... Im wondering if that 40 max applies to only that hero or if its for all relic comms as well? I haven't received any other hero comms except for the nomad npc comm. Would be nice to see before I start throwing gems on & waste em.

Currently this is not possible to upgrade these items.

Upgrade the relic gems as you receive better ones.

Just do what i do - if they are not better than what you have - sell them for the space ! most are worse than my remaining legendary pieces !
