Disclaimer - this strategy uses wild cheating. I've faced this strategy used on myself and i'm currently on the straight way to abandon the game, so for me there is not much difference if game support decides not to fix game mechanics but get rid of player who announced flaws in game mechanics.
Disclaimer #2 - i'm writing this from the non-ruby player perspective and i play in low population server, i might not know how the life is for populated rich servers. In theory, many things should still work and most likely - even better.
So, first, what makes this game so addictive is the need to maintain soldiers. Main castle is weak source of food production, outposts are much better sources. So this idea is our primary target: take enemies outposts and cripple their ability to support armies (and produce new ones).
Also you will need to use game exploits and multicastling which is fine as long as we exploit GGS principle to allow ruby players to do whatever they want as long as they buy. Remember - this game is "Pay To Win" and the richest player is the smartest and the nicest.
I've sent like 10 reports with obvious proofs on the same players using this strat and they don't seem to be receiving any penalty, i assume because they are heavy buyers.
Here is the implementation:
1. Target priority. First pick weaker players. Weaker players still can produce def and provide help, also they can harass you. But if you kill them first, you hinder enemy morale. Replacement will come after first few eliminated players but if you keep following the strategy, you will stop other players joining your enemy alliance.
2. Timing. Attack Offline players. When the war goes longer, you already know online and offline times of particular players. Wait till he is offline. No castle is strong when player is away.
3. Estimate attack outcome. You can expect 20-30k defence in victims outpost when he is offline, more is hard to maintain. If there is less defence, your task is even easier. Remember - defence count in the courtyard also makes them stronger. If he defends with 6k then +30 CY attack will make defender to lose 6k but attacker only ~1500 and in case of 20k def in CY the same attack will end in defender losing ~3k and attacker 3k.
4. Even with +30 in courtyard beating 20-30k of def is hard task. But remember we exploit game mechanics and GGS chose to deny problems instead of fixing them.
5. First remove tools of selected outpost. Max 17 attacks of 6 waves with 32 soldiers. You can cheat with low lvl castle and cheap soldiers.
6. After defender tools are gone you have 2 strats. If there are less than 10k def, just hit twice with 6 waves. First attack will remove ~8k, second - the rest. If there are more than 10k def, first you need to weaken them by launching chain of attacks with 100 soldiers on the defending flank only. With current relic commanders you will destroy 3-4 times more defense than you lose yourself. And you can do that without ruby tools, using wooden mantlets (shields, whatever) and commanders with mantlet speed.
7. After you beat out defences with strong castle, you need lvl 13 castle nearby that outpost. You can reach target outpost from proxy castle in as low as 10 mins. Just send outpost capture from that lvl 13 castle. Recently GGS encouraged cheaters with free gift in the form of ice brother castelan.
8. After your castelan lands, just send in ~20k def and you are good to go. This is crazy low number but victim can't just fight that outpost back. Victim or it's alliance would need to attack lvl 13 player, that means attacker can put only 10 tools on the flank, 20 in the middle. Also warrior count on the flank is ~25, in the middle ~60, only 4 waves. Defender gets ~400 defenders on the walls with full moat and with castelan bonus. If victim's alliance decides to get outpost back, you can expect them to lose ~4 times more warriors than you.
9. The same tactics suits for metropolis and capital, you just need lvl 35-ish castle for that and half a million def (because for metros and capitals castelan is naked, you can't put items on it and then you rely of the principle "the more def you have the less you lose").
10. Yes, this strat requires some preparation but over time you will be constantly weakening your enemies ability not only to fight but also to participate in events. Or at least force him to buy much more rubies. In the end, there is very high probability he will lose interest in the game. Profit.
11. When you reduce the number of enemy alliance players, dealing with the strong castles left in it will be much easier and only matter of time.

If the US1 server hasn't gotten rid of Cbee, then it's not possible to force someone out of the game.

1) start a proxy, build it on cheap ruby using 500% bonus's
2) build a 2nd

etc etc.
Before you know it you have an army of cheap ruby shells. able to buy stupid numbers of troops at a fraction of the price of your enemies.
add into the mix your original account to supply def, and you are all set.
All supported and encouraged by GGE's proxy multi, loyalty bonus scheme.
