When you wish to instantly complete a building with rubies,you will notice the cost is higher the longer it takes(obviously).For anyone who hasn't figuered it out yet the cost is 1 ruby for every 30 seconds that you are completing immediately.When halving the amount of time it takes for troops to train it is 2 rubies every 30 seconds.

I guess 2 rubies for 30 seconds also applies to tools...
