How does one advance within an Alliance? I can't find that information anywhere.

By winning the favor of the head of the alliance. The only way to advance is if the leader of the alliance thinks you're worth it.
Ways to prove your worth to the alliance: Win honor points, make deposits to the Alliance treasury, send support troops to help others within your alliance, send supplies to others when asked (or even if they don't ask.)
Email the head of the alliance and ask them what their terms of promotion are. They may be looking for someone who has a particular skill set, like resource management battle planning, or maybe they are looking for someone who plays at opposite hours as they do that they know will watch over the other allies, or maybe they are looking for someone generous who can advance the alliance.
Email them and ask.

not just the leader, generals too. you need to ask the leader what you need to do to become a seargent or general. often it will be based on level, donations, honour, glory, and military strength.

Not JUST the leader and generals, but the sergeants too. If you bother them enough (or something equally evil) then they might invite you into their alliance, and then all you have to do is accept the invitation.

How does one manage the resources of the alliance. Can they give resources to certain players?

How does one manage the resources of the alliance. Can they give resources to certain players?
Well, you could (via market barrows) or you could deposit the resources in your alliance cash box. If you open the alliance tab in the lower-left, you will see tabs along the left side of the window that pops up. Click on the one with the box. You can see how much stuff is in there, and even add stuff yourself! Just click on the same icon as the tab, but to the right of the resources. This stuff is used by the leader to upgrade things like troop speed and amount of loot you gain in war.
You can also access your alliance smithy on the bottom tab of the alliance menu. This gets you one piece of equipment a day, and can be upgraded by the leader to produce items of better quality.
