How do I make this? I can't find the location where these are made. Someone help me please.

You can find them in the defence workshop which is in the military section of the construction menu.

You can produce them in your siege/Defense workshop.

I have looked there and can not find them. Do I not have something at a high enough level yet? My siege workshop is still only level 1 and i am only at a level 14.

You can produce tools in a lvl 1 workshop. You might try clicking on your workshop then at the bottom of the circle select "produce tools" then just select what tools you would like to produce in the menu that comes up.
