What can be done to improve attack speed, my stables are at lvl 3, approx. 45 minutes to go 10.4 grid squares.

The only ways to increase speed are using equipment, using better and higher speed tools only or using better horses, or if you are in an alliance and you are against an alliance with "war" status active you might earn some bonuses on travel speed.
Have on mind, the attack speed on short distances will not be improved by more than a couple minutes or even a few seconds only, since the bonuses granted by better horses increases proportionally with the distance travelled.
So that attack travel time for such a short distance as 10.4 will not be improved more than 1-5 minutes maybe.
