Hey I am newish. Been on for about 4 days and am level 11 at the moment. I currently have 454 rubies and am trying to plan what to spend it on. Here are some of my ideas.
Bakery - Seems really useful. I recently completed a traveling knights quest and got some guys. (With one esp...it took forever). I want a large army as well.
Stables - Seem really expensive. I am not sure how much use they are. I could really use some example times and prices from you guys.
Town Houses - Cheaper than others, but don't seem really that useful. But I might be wrong. Downside is that it also costs rubies to upgrade them.
Fire Station - Might be more useful at higher levels when I get attacked more. Not sure. A lot of expensive upgrades though.
Merchants and sales - Should I hold it for safe keeping or quests?
If there are any buildings or things requiring rubies I missed please say so. I really want second opinions on each of these.
Thanks! - Stealth Pilot55 - Lords of Empire

Bakery is the best!, 40% more of army in one castle can be really useful if you are willing to pay all the ~34'000 rubies to level it up to level 4, but having a level 1 bakery still worth the space it take and it's price, town houses arent that good, fire stations are not really useful, watchtowers can be good too (if you are in a good alliance that can support you having more warning time could help more of your alliance members to help you on time)

I was leaning towards bakery. What are the required rubies for each level?

I would say fire station and you have to build stables for a quest and first it costs resources

I have stables they are just pointless at level 1 unless I am going cross map.

Stables are essential, the difference may be small over short differences, but over longer ones it can save enormous amounts of time. Don't have lv2 yet, so can't comment on difference, but stables should be one if the first buildings you construct in any castle.

It says stables II increases it by 60%. That is a considerable amount even for shorter range. At the moment I don't go far out at all.

Don't get firehouses, waste of rubies and space. To maximize on what you should get, look at my Castle/OPs. That's the most optimal way to maximize what you need to get.

Stables and Bakery are ideal.

Bakery first then make sure you save and get them in your outposts.

With level 3 stables, you can go over 500 miles in less than an hour.
Even a level 1 bakery is worth the space, the bigger your army the more powerful you can get

Alright so bakery first. Then I will work on stables. How many rubies do you make on average? I am going at about 100 a day. What about your level?

I'm not sure if you've seen my thread but the second chapter addresses this exact question (namely the priority of ruby spending)
http://en.board.goodgamestudios.com/empire/showthread.php?41941-Complete-Empire-Guide-Teaser-(Intro-Tools)
What you spend your rubies on should depend on the way you personally play the game. Bakeries will however increase troop count but considering additional factors of where to buy it (ie for a food OP rather than main castle or if you have wood OPs which you will in long-term abandon) there should be no set order.
As to rubies per day depends how actively I'm looting but up to 250-500 per day if I'm raiding in ice, sand and fire.

Yeah I read your post. It was pretty helpful. I liked the math you did on bakeries vs mills.
But I believe I will be heavy set with troops, but will be going for a 6 food 2 wood outpost once I hit level 13 tomorrow. Should I build a bakery there first?

Look for 8 foods first, although 6 foods are good they are significantly worse.
Build bakeries there.
I also recommend building bakeries in the further realms when you get there (ice, sands and fire). Main castle is one of the worst since you have to have lots of cr*p there such as estate, taverns and the like...

What is the best way to get rubies (if there is one)? it seems like rubies are such a must have but so hard to get.
Do i have to buy rubies with real money to be a good player? They change building times from a few hours to a few seconds, they buy coins and resources, they buy troops. Yep, rubies do it all. But where do you get them? A lot of quests don't even give rubies, and the ones that do you spend more rubies doing them than you get out of them (or not spend rubies and wait 3 hours for a building upgrade and can't build anything else in that time). Please give some advice?
