I used to belong to another alliance,
I don't remember any of the player there but know they still exist

Just type there name in the Alliance Rankings and you will find the Alliance and you can join them

Like Don said,just go to alliance ranknigs and search the alliance up.
Or spend hours scouring the map,hoping to find a player in that alliance (personal favourite,more efective too
