I do not know if this was stated in previous threads; I've searched a few looking for this discovery. But if it hasn't been stated this is for those who have time to change their mind after they decidied to abandon an outpost, or in the future if you plan on abandoning and then change your mind.
There isn't an option to stop abandoning an outpost. All is not lost though as it can be reversed. All that you need is for someone to capture attack it and win. Then during their occupying duration, pull out there occupying troops. Once they have done that the abandoning option you choose cancels out. The outpost is now yours again.

If you abandon it it turns back into a basic outpost that you would have to build from scratch. You wouldn't have anything in it. It would be starting over again.
