I have captured an outpost but can't put out the fires or, upgrade any buildings. What am I supposed do with this now that I have it?

After having captured an outpost from a player, you have to wait 24 hours for the capital to be yours officialy.
Then, you will be able to use it like normally.
I suggest asking your alliance to send as many troops as possible during this time.

How do you capture an outpost?

To capture an outpost, you will need a castellan. You have to be level 13 to build an estate. The estate determines the maximum of castellans you can have.
