I've come home from work and noticed that I'm eating more than I'm producing and obviously I need to reduce the size of my army. How do I get rid of the extra baggage?

Just send the waste soldiers at the highest level RBC you have, They will mostly die but still if they didnt keep them sending agains more and more Rbc they will die

Attack something with unnecessary troops
If they are defenders they will likely die

just attack RBC by using them, or have a bakery, more farmhouses.
