how many recorce buildings should i have? and should i upgrade all of them?

Hello,
Make a total of 5 resource buildings and 10 dwellings and upgrade them all as at higher levels quest is to Upgrade all 5 resources buildings and 10 dwellings

It depends on:
1) Your level
2) Your outposts
3) Your army
4) Your alliance
5) Your personal opinion
and, probably most importantly,
6) Which resource and occupancy rate you're talking about
There is no set figure that is "the best", and telling someone to make 5 resource buildings/10 dwellings is not a good idea because you don't know anything about them and 5/10 might not be the best number of that type of building for their situation.

You will eventually need to have that amount to fulfill the quest, yes. But that's not really relevant - the player could be level 6 and be months away from ever reaching the quests requiring 5 resource buildings, or, conversely, level 66 and have already completed those quests. I personally wouldn't get a 5th building until the quests tell you to, and until then, settle with 3/4.
Plus, in your outposts, quests aren't relevant at all. The occupancy rates are miles different - 5 farmhouses in a shiny food is far too little, while 5 woodcutters in a 6:2 food/wood outpost is too much and 5 stone quarries in a 6:2 wood/food is impossible.
