Im leader of alliance and one of members is telling me that it's not possible to donate rubies for alliance if you are under level 25. Is that true? (im already level 47 so i dont remember)

That's true. It's to keep people from making multiple accounts and donating rubies

Or you could have bought rubies... As soon as you buy rubies of reach level 25, you can then donate to the alliance.

You can donate from level 25 on OR if you have bought rubies and you're a level 10 you can still donate because you have bought rubies.
