First of all, I hope my English is enough to understand. I can read all you say but my writing is so-so... So please let me know if I had to explain something...
I want to know what exactly is important when you start a new alliance, and (in the end) don't want to be an idiot with two or three members. What is important?
Enough stone and wood to fix a new alliance at all. And further...? Rubies to let new players in and be able to grow. What does it cost?
And sure have some good conversations with others alliances to see if you are able to make some appointments.
So... I can think of what it takes to be a good leader but I want some practical tips!

1) Determination
2) Experience (ideally but not necessary)
3) Finding good members. Quality over quantity.
4) Rubies. Upgrading costs a LOT of rubies, for example from 63 to 65 members its about 280000 rubies just for 2 member slots. Member slots in particular get quite expensive quite fast.

First of all before starting an alliance find 2-3 members near you of about ur level. I did the same and now i am ruling an alliance ranked 15
. So for the base u have 3-4 members and then u can find the rest 1-2 members and encourage them to donate rubies and first increase is only 875 rubies so not much and u can increase and so on and after u have 9 members encourage everybody to grow at least honor to 1000 thus improving ir honor rank and good benefits of players. Good luck

2 ways to grow your alliance:
1) the easy way: become a huge ruby buyer to expand your alliance and yourself very quickly
2) the hard way: maybe buy a few rubies, but use your dedication and luck (for getting members) to grow your alliance

My best tip is to recruit a ruby buyer. i did that when i started my USA 1 acount and in about 4 hours my alliance will be able to hold 9 members

You want to get pacts with some other local alliances.
Get friendly with members, make them stay.
Make members active, get rid of the inactive.

I am trying to form an alliance with a particular player, but he does not appear on my list of "suitable alliances" - is there a way to add him to my list?

yes if you mean invite him to your alliance he must NOT be in an alliance, then you can click on his username and there is a little + symbol and option to invite to your alliance.

If he is not in an alliance already, search his name, click his castle, click the 'i', click invite to alliance.

Ive been building the rabble for 3 months - I'll tell you now, It takes time and effort.
You need rubies to get somewhere.
Good players are really hard to find! Don't settle for second best. An alliance with 5 great members is going to be better than an alliance with 10 okayish members who are on half as often. Found that out the hard way. Good players are more likely to join if you have more requirements.
Be talkative, friendly, set everyone goals. Recruitment worked 10X better the moment everyone started writing about who they thought might be good in chat.
Make friends with your friends and with your enemies to the best of your ability. You'll want to make pacts with alliances that will help you, not drop out on you the moment you land up in a war.
Play as an honorable player and the truth will always be on your side. Its way more powerful than trash talk.
Don't believe everything you hear. People make up threats all the time, they make up stories about what other people have said or done and will try and suck you into fighting them or obeying them. Confirm what they are saying with battle reports, screen shots, glory log and by asking the other players involved.
Like this thread by the way, hope you get more answers. I'm interested to know what peoples experiences in becoming a sub alliance.

I joined and alliance and somehow became the leader now I am trying to rebuild it. It is difficult. I have lost several players. I need some good players. How do I go about getting them.

For getting players, make sure your aliance description is not boring or dry and says somehing about members wanted.Also invite a lot of people and send them messages.
