on the main forum screen they should just put it in big bold letters: TO GET A CASTELLAN YOU NEED TO WAIT UNTIL LEVEL 13 TO BUILD AN ESTATE. no offense, but it seems like this question is asked so much.

at lvl 13 u build an estate and it takes bout 18 hours I think then u get 1 castellan for an outpost

i didn't find out about the forums until about level 32.

Biuld a estate. Then choose witch outpost you want then capture it.
