My inbox looks something like this whenever I log in nowadays. If I could just delete them that would be one thing, but once opened they stick around as ruby offers for up to two hours.

Especially annoying considering I don't even have enough rubies to purchase some of these offers.

I'd be more worried about the stuff inside those ruby offers rather than the quantity of them. 
lvl 16 wall space build item, thousands of horrors & ruby defenders, thousands of quicklimes, ridiculous food build items. 

Game balance has literally been thrown out the window at this point.

That's likely the point. It encourages you to buy...or it's meant to encourage you to buy.

If you got 140k rubyes, you can buy more than 10+ food items (lvl 15), just bought 8 of them last week, got a lot of food on my outpost, not so bad, but they should give those offers once in a while, not every single day..
I've got that offer twitch in 1 week... 
Also the defense offers, i have 5k+ quicklimes bombs on main, and ~3k more on ops/kg's.
Its ridiculous how easy is to have them, cheap, and everyone can have them if you spend ~50/90 euro.
