My first week back on the map.
I've played since 2012. Seen many updates and turned to ruins countless times.
First thing I noticed on my return was the lack of alliances on the server. There's large alliances with the big players but not a lot of medium or smaller alliances for players new to the game. That problem is in part due to the large alliances poaching the best new players in the game and is not a new thing. It's been going on since 2012 at least. Lower level players want to be a part of the game. They want to join a large alliance, but can't because of their level. People don't join an MMO to find the only alliance they can join has a handful of players who aren't online most of the time. A lot of people get bored and leave.
My suggestion would be to create 65+ member server hosted alliances as a default for new players. Moderate these so that inactives are removed frequently, this would give new players a place to make friends, to help each other to learn the game and really feel like a part of the community. If the alliance upgrades (improvements) are fairly limited, then once players have levelled up a bit then their logical next step would be to join a real alliance instead of the default. I believe that the player retention rate would significantly improve and more people would commit to and enjoy the game.
I'm sure alliance subscriptions and many other variables complicate things in terms of the coding etc but I'm sure GGE are clever enough to figure out how to make this happen.
Put simply. Give big alliances to little players and this game will thrive!
My 2 pence.

Wait, do you mean KoN can be operated by me? Or like alliances just randomly generate and fill in with new players?

I see some merit to the idea. Going to need to have a king or somebody in each on who actually knows the game and is willing to teach - finding enough people willing to do that is going to be a big problem. I could see a GGE employee doing this, but they don't play the game and the answer to everything would probably be buy rubies.
I could just see GGE, slapping a 5-10 newbie category onto every top100 alliance - one where the alliance can't boot the newbs until they reach lvl 20(or something), can't close it, and can't control whose in it. I foresee multi city if GGE did this as the alliances made 'protection' newbie accounts...
