Where is it fair play when members above 21 are allowed to attack?

There are no fair play concepts observed in either.  There's no concept of sporting play there either.  Level doesn't really matter in either.  Might would be a better metric to use to determine if hitting a person is sporting or not.  You have control of being sporting on your attacks, not on your incoming.  All you can do is maintain your own personal standards.
