Decoration catalyst 12-20 lvl . How we can get them?

I have level 100 and that isnt max, I dont know what is.
that rich peoples lucky wheel is one place where we can get good catalysts, there is level 20 catalysts in that level 9 of the wheel.

120 here and not max too . also wheel for catalysts never , we have to get them for free . all my deco needs from 12lvl i cant find

I don't have the answer, but I have a question that MAY lead to an answer.
Does the upgrading of the Forge unlock the ability to Assemble the higher level Catalyst?
IF it does, perhaps you would be ale to assemble the level 12's you need?
If it doesn't, IS the process to unlock those levels known?
Looking for the path...…..

from events we can get only 1=2 . btw a guy told me that his Forge is 180lvl and not max still

yes i saw it yesterday and tought no worth it so i desided to stop at 12lvl no problem 50x12lvl deco enough .
and about forge i will try to reach max lvl now i am 125
