why is there no scale of actual attacks/points/ resources, etc. to indicate what is needed for next promotion?
currently nomads have been running for 5 days and I have over 200 attacks but by the "progress bar" I will not receive my next promotion.
could someone explain what I should be doing differently?

The progress bar depends only and entirely on your ranking in the group of 9 players in your division. If you move one spot up or down, you will see your green progress bar grow or shrink. The yellow bar indicates your progress from before today, so that will not change. The green bar at the end of the day will become yellow tomorrow.
Whenever the yellow bar is full, you gain a new title.

that helps a some but with the start of foreigner invasion both my green bar and yellow bar shrank to almost nothing despite having 20 victories

Every time you get promoted to a new title, your progress bar will be empty again, except for maybe a bit of yellow if the previous bar was overfull when you upped your title.
The number of victories plays no role. During the invasion event, only the gained glory counts. If you gain more glory than your 8 competitors, you will rank first place, corresponding to a green bar half the length of the progress bar. If you got less glory than the other 8 players, you will be in last place and your green bar will be very short. The higher your ranking, the longer the green bar.
