It's a pretty good idea. It basically allows an alliance to "support" their allies with troops in attack, rather than just defense. Well thought out. Good proposition.

I love the entire idea, might need details tweaked but concept is awesome. I think that public order (moral) should drop with each day of siege thus exponentially disrupting production potentially forcing a definative battle, a surrender or a treaty. The sieged fortress could use offensive troops that would otherwise be useless in defense to harass or defeat the surrounding armies in open field battle, neither side then having any attack or defense tool advantage. If the attacking army wins they take 5% per day of siege extra in plunder. The risk of the attacker is that the longer the siege lasts it gives the defender time to train more troops or get help from alliance members so it is in best interest of the attacker to try and still get a fairly quick victory.

My mind is running with this now. You could have it that market borrows could still be sent or received but with a percentage chance of being caught depending on size of the attacking force. Spies could be given a new ability to harass enemy encampment like a special forces unit. I'm sure the possibilities are endless, I hope something comes out of this, it would help very active alliances balance the power against larger bullying players.
