Sadly as far as i know you have to buy them. They are more or less a dollar a pop. The more in bulk you buy the cheaper they are. The rewards you get are pretty good, but just depends if you wanna fork out the dough. Hope this helps

They're in Empire Deals, below your coin amount.




And to spin the tickets, you will have to have the Wheel of Affluence outside your main castle.




Currently it's not here, but when it is you will find the ticket shop and the spinning wheel at those two places.




It looks a lot like this but more darker in aesthetic.
