we have a member that jumped into horizons event ahead of the rest of our alliance. this player does not intend to actually play, was only there to hopefully get rewards from others hard work!
   how can we replace him as leader?
  otherwise the rest of us will not invest in rubies or even waste time building or playing there with an absentee leader and no defences at capital !!

You're hosed.  The capitol will stay with said player no matter what rank you give him.  Now if your alliance is big enough and active enough(among your cooperative lower tier players) you can fill the existing alliance with lower tier players, and on player 23 to go to bth a new alliance will be formed in the BTH.  Then play as usual....
