Whats the use of the treasure chest if there is no way of opening the treasure chest and how can you earn rubies instead of having to buy them and without having to complete full objectives is there any other way or are those the only 2 ways of getting rubies?(

you can get rubies by doing some events, by attacking Robber Barons, above level 4 i think, but at higher levels they give you rubies, not many though

You can hit robber baron castles for them (after level 5 you get a chance to earn them), and you can complete quests in the booklet. There really is no reason to go after the treasure chest.

level up.If you save all your rubies till level 60,you get about 3600 rubies I think,and thats not including the ones you get from quests,RBC's etc.
