I don't think he broke any rule citizen. He introduced himself and threw out there he is looking for an alliance. There isn't any prime location where you can say "i am looking for an alliance."

There actually is. The alliance introduction and search section is for that purpose.

No where in the alliance introduction does it say looking for alliance citizen. It states introduction of one's alliance and searching for members. Doesn't even say anything about searching for alliances in the rules either. Check it for yourself.
