Hey Steve Can you Help?

Bought rubies on the 23/6/2016 the rubies never arrived in my account some 13,950, i paid through pay pal and the problem for not receiving the items is in the resolution centre at pay pal, i play the game daily im at level 64 now and dont want any damage to my castles and outposts, i have just tried to get on line and my account is suspended? i dont understand why this is so, all i have done was pay for the special offer ie promotion for the extra rubies, your company failed to deliver them and i end up not being able to play the game.
I have filled in a support application but never received any email with a ticket ID, i just dont know what to do, i enjoy playing the game but im left at the moment without any way of getting on line.
