Did you attack anyone connected to the main alliance? Powerhouse alliances tend to do that if it happens, regardless of a player's level.
If not then it's just a bad apple trying to make the alliance look bad.

Anyway, just try your best to ignore him cause it's probably just a 1 time. Some alliance members usually do that so it makes the whole family look bad on places like the forum or in the other alliance's description for others to see. Isn't the first time attacks like this happened.

HB Milunka fire was the alliance. I dont know their practice attack lower level player all the time? Maybe they too shy come here public when it happens? This attack 2 times against me. And I disgussed with their leader same time when this attack came!!

You should probably tell the leader then if you could. It's a war game but he's obviously disobeying the 10lvl rule and that can get him booted hopefully.

I think they're getting desperate on winning the alliance tourney. Only reasonable excuse there.
