In case you missed it, it was sarcasm, I'm trying to tell you that this is the only sort of answer you will get, and how it will be put.
In answer to your question, yes the only rules that are listened to in this game are those of GGE. With war alliances, there are no rules, and as far as I can see, and that works both ways. I you think logically then how would define a retirement alliance, and in your answer you would find the information that makes such a thing an ideal target, if the accounts were genuine, then it would be an announcement that, LOOK here, inactive accounts, easy pickings for whatever you want. Do you think they would be overlooked, I don't think so. This means that if true they have made the first move against you so that would leave you free to return the favour, so thats your choice.

Just remember, if you DO hit any larger Alliance's "retirement" sub-alliance, they probably won't like it.
Just as you CAN hit any Castle you want, they also CAN have every member of their Alliance and Subs attack you in every kingdom and cap every OP of you and your Alliance.
