Guys, tell me im ain't lucky, my god, check the screenshot. I didn't know this was possible.
This was from a freaking Alliance blacksmith.

yeah, i have seen probably only a dozen pieces like that, but lots of people have at least 1 or 2. yours goes up for total of 56 bonus power for M/R troops, which is great for a 90/90, or just use it on a commander that needs a buff. assuming it gets a bonus of .7, .4, and .4% in the techi, then your looking at an overall piece of +57.6M and 22.4R once you techi it all 16 levels

Haha, only from a lvl 16 smithy too!

My lvl 22 smithy gets me sh*tty lvl 4 gems all the time

Yup, this thing is overpowered, The fun part is that im only lvl 24.

do you mean the technicus? if so he appears randomly still, every few days or so

I used to buy rubies and get all sorts of cool unique pieces and loads of legendary items so I had 5 beast commanders but then I ran out of coins so I sold all of it... got like 400k coins but I am back to like 1k lol. Much regret.

the chances of getting a piece like that, whether in smithy or beating a RBC, is very low. most of my best gear i ever got was through re-forging pieces i looted.

but the alliance smithy is lvl 16 mine is 7 ive already got 3 epics from it

that is a very nice piece of equipment and you should be very proud to have that at level 24

i have been playing for over 3 yrs now and loot a lot and now have 4 triple pieces for commanders and 9 for castellans but i don't think i had any of those until i was at least level 55 or 60: so you have a great head start
