depends, if you are in a strong active alliance i would say a watchtower, gives your alli members more time to support you

Watchtower in your main, stables in your defense OP.

it depends on what you like to do best. if you like to use your hospital alot, maybe upgrade it a couple times so it can hold more men

if you want to move faster or support faster, upgrade stables

ifyou want more warning when your being attacked, and you like to play defensive, get a watchtower

if you recruit heavily most of the time, a drillground is super helpful

if your someone who likes to firecaste, fire stations are a huge help

Watchtower best ruby building after bakery! Simple as that

However, if you are a steady ruby buyer. Best to equip yourself with the three essentials, bakery, watchtower, stables. (in every castle ideally but green main is a good place to start)

Optional extras include drill undergrounds, fire stations and hospitals which are nice to have upgraded to a high level but not in anyway necessary. Basically, if  you're are struggling to upgrade the three essentials as listed above to max level. Don't even think about building anything else.

After the bakery, the next best thing to upgrade is the stables. If you have more rubies upgrade it in all your ops and other kingdoms too.

Watchtower and stables, watchtower is a higher priority though, early attack warnings are a huge help especially if you are in a large alliance. 

Moats and such stuff looks cool, but they aren't better than a watchtower or stables..
Same with drill grounds..

yeah ive got drill ground lvl 3 stables but don't have the watchtower
