There is a chat glitch (or design?) where, from time to time a single player from another alliance will see all the chat of your alliance, mixed in with theirs.  GGS knows about this, but unless the player who benefits from being able to see chat from another alliance complains, they will do nothing.  If a player complains that the chat from their own alliance can be seen from another, the response is "yeah we know, but unless you send us a screen shot of what they are seeing, we won't do anything".

Be very careful about what you say in chat.  It's not private to your alliance and GGS knows it's not private to your alliance.
