Have a think about it, I have started not to bother with the robber barron king, waste of my tools for getting a tiny attack every so often which I lose 0 troops to.
How about this:

Robber barron attacks increase in difficulty depending on how many times you have been attacked, so if you have not been attacked this week and army of 500, and if you have been attacked 6 times this week, an army of 100.

The variable could change to maybe defense troops lost, or power points. Either way a little test of our defense skills, because right now barrons are weaker then the average level30

We have the unnecessary fl attacks to defend already so no point in adding to that, if you want to learn how to defend then you'll get your chance with real players but will learn nothing from an npc attack. Also smaller alliances seem to struggle defending against the existing fl attacks currently as they don't have the support available or the experience on how to set their offline set up properly etc.

RBC attacks are just glorified tool sweepers so you have to replenish tools every time they go through so makes gge an extra bit on tools. If you think that you don't get enough chances to test your defense then maybe try attacking some decent players, you'll get your chance to defend the retaliation attacks then.
