I guess the person who gets there first will win the outpost but then the second person will probably capture it after that.

after first attack start the occupation time, for 24 hours (more or less), if the next attack come from other alliance and win the occupation is broken, outpost returning to previous owner, if come from other member of same alliance will not fight (at least must not fight), if the outpost was empty - not owned, ocupation time is 0, that i tested and not happen any battle (attacks sent same time or second attack sent before first landed, attackers from different alliances).
now u can tell us if it was like that. im not going to drop any outpost to test again, same for my alliance members.
