So I returned to the game after a 3-month break only to find out that my NPC's have been reset to their lowest lvl. Now I'm contemplating quitting again as this is really depressing. GGE devs what were you thinking?

i cant help you much but im taking one guess that might help you
if coming back your castles have moved to a new location then they the towers would be set low if the towers where you played before are still set high thats another im not sure of sorry

I thought so too at first but then I double checked and it turns out it wasn't that. They reset

Had the same issue on my last account after an extended break from the game. I did scour the maps (all kingdoms) and only ever managed to find the maxed sands rbcs...they were just off screen + due south of my relocated castle. Outer kingdoms can be easily levelled up but green was an absolute nightmare.

All I can suggest is messaging support once they are quiet (maybe this time next year lol) and seeing if they have the co-ords from an original rbc in each kingdom. Not sure if this works but a former player did use that option a few years back
