Just gone into Build Items.
Picked out my Keep, Tried to turn it from Green to Brown, to increase attack combat strength when attacking CY.
It turned Brown, but gave me +12000 to troop capacity in CY defence!!!!
Is this a bug, not increasing to what you want?

It is indeed a bug. There are a few build items like this.
