You have to fight for a Capital. Taking one from KON, MIRIN SQUAD (MISC), or any other Large alliance will land you in war, with bigger alliances, you may end up going to war with some of the most powerful alliances, and by extension NEPH. All or their subs too. If Neph sees an attack, that's taking a few bucks and beating you bad.
I think they actually have Auto-War ON anyway.

There are capitals in everwinter. goodguy23 from torcherers has one. I don't know for sure what type of troops it allows you to recruit. Always assumed it was just kingsguard and elite guard like in green. I could easily be wrong though.
