CM Evoke gave that to me - it isn't given out for being mod or anything like that.
In fact, being a moderator disqualifies you from winning it in forum events from what I've been told.
But the decoration is only worth 200 PO points anyway, although it does look pretty.

This thread is becoming more of an argument than a constructive post. Also due to the fact that the main post has been edited multiple times to change the meaning of what this discussion was originally intended for and throwing off everyone who had already replied. I am now closing this discussion.
