use Desert Sands commander.  Get it from LTPE trader (currently incorrectly called "Apprentice Coin Maker")

yes, -30% cool-down. But only in Kingdoms (same as Nutcracker).

There's another version of the Desert Sands commander that is actually a stronger commander, but it doesn't have NPC cool-down bonus. The one currently in the LTPE trader has the cool-down.
