I'm a new player, currently at level 23. I want to know how much I need level up to be able to forge relic equipmemt. And how high level is required to able to enter outer realms?

You cant forge relic equipment and have to be level 70 to enter outer realms

Mary, maybe he's talking about the Alliance Smithy, where you get Relic equip for coins and rubies?

Yeah that alliance smithy is the thing I mean. I know my alliance mates of higher level can access it. I would like to know which level is required.
