Hey, I don't really know if this post is helpful but when I was playing Goodgame Empire about ten years ago I had an idea for a new "big" pve event with a "new faction". I know we could make suggestions for the pc version but I'm not sure about the portable version so I'm presenting it here anyway and it will be ignored if necessary.
This would therefore be a pve AND/OR trade event depending on the diplomatic relationship with the faction (pirates?).
Let me explain.
A fleet of marching ships would arrive on the world map and establish small camps on the map (like nomads or samurai) and a large ship would be accessible on the world map.
There are 2 ways to complete the event.
The rewards should not be the same depending on the turn of the event, for example, the rewards obtained by repelling the attack of the merchants should not be the same as the rewards related to the trade
The goal of this event is that it is possible to participate at any level (from lvl 25-30?) and for the highest levels a more strategic event during which we choose what kind of rewards we prefer to have.
I have no knowledge in dev and I have the impression that this event will still be rather complicated to set up, but if despite everything you find the idea good and you decide to implement it in the game, I'll let you take care of the ratios, I started playing again not so long ago and I forget a lot of things.

- Either we decide to attack the camps on the map, which brings in resources of all kinds depending on the one obtainable with the level of the player and the countries unlocked in game, so the possibility of obtaining coal and all other in quantity limited according to the level of the camp. All attacks lower the diplomatic relationship with the faction. At the end of the event, if the diplomatic relationship level is negative, then a more or less significant attack depending on the level of diplomatic relationship with the faction will be launched towards the player's main castle. The goal is to defend it to obtain a special currency like the other events to obtain decorations or other rewards.
- The second way to complete the event is to trade with the faction. In the boat on the world map, you can get merchant contracts. The contracts work by realms, you can only accept one at a time for each realm from a choice of 3 (1 easy, 1 more complicated and 1 difficult to complete), once finished, you can take another. Contracts are simple, just send the requested resources to the given camps. One or more resources can be requested and a time limit can even be set for the most difficult contracts. Obviously, the more difficult the contract, the more points it brings for diplomatic relations. At the end of the event, if the diplomatic relationship is positive then a reward will be given to you depending on the level in which you are.
