In my opinion the best commander you can / could get ( 1 of the gems was only obtainable once through a royal quest) is a highlander with the highlander hero, look item 2 ivory pawns 1 flank gem 1 ignis, that gives you ( in pvp)
90 melee
90 ranged
160 wall
80 moat
60 glory
80 travel speed
85 later detection
55 + flank gem flank
90 courtyard

In my opinion the low flank of the crow is too much of a negative that the high courtyard does not make up for, and for slightly less you can get a highlander or if you can't good gems for a highlander for a bit more an elementalist.

As of now I will recomment Elementalist as it is complete PvP Comm and it is available under 85% discount very often!

The Highlander lacks Gate negating Power!

In Castellan the legacy of eagle demon is best at the moment which is also available under 85% discount 

but I am looking forward to the Shapeshifter Castellan which is going to be the ultimate!

A word of caution before you spend, there is no Commander yet which can knock off 10k+ defense ofcourse without RT.
