Most likely not since the new phoenix ruby commanders that they released long time ago has still not been on a discount yet. (At least i have never seen one)

The bloodcrow and foreign sets took a few months though i believe before they went on a dicount. But those were old sets and not new ones.

The ruby version is ridiculously overpowered, especially if you slap a look item + gem on that thing. 
But the insignia castellan is just as bad in my opinion... No ruby castellan or not, all of this is still screwed up, lol.

I have heard nothing about discounts yet. In all honesty, I suspect it will follow the pattern already set with others: It'll be discounted when everyone who will be buying at full price has done so

the new castellan represents the new era of the game, but this new era must reach the game as well. One way to balance attack and defense is to introduce a seat of legends level 800 with attack bonuses powerful enough to rival this new castellan.

The power levels for equipment still confuse me a little to be honest.  I didn't really understand Ang's explanation.  I thought one was stronger than five but looks like it's the other way round and 9 would be stronger than 1 therefore the 1 and 3 rank sets from LTPE are weaker than the sets from Wheel of Fortune and the Equipment tent?

as the others equipment there is rarity:

1. Ordinary (Grey color)

2. Rare (Green color)

3. Epic (Purple color)

4. Legendary (Orange color)

5. Unique (Red color)

So this comment is more appropriate than yours
