I already voted for Goodgame Empire in the best european game category but i didn't receive the 500 rubies mentioned in the message which has clearly stated that if i vote for GG empire, i'll receive 500 rubies.
But nothing happened. Can CMs please consider this ?

did you actually read the bottom part of the thread where it says that it could take a while (days) until you recieve the rubies?, I guess you didnt

All there was in the message was the following:
"Pick up a special reward for voting for Goodgae Empire at the European games award. Vote for us, tell us your registration ID, and collect your bonus rubies !Visit the forum for more information"

This has been sent by "System" to my inbox in the GG empire game.

oh you mean the message in game well, it cleary said "Visit the forum for more Information", check the thread in the official annoucements, you can see it says it could take days until you recieve it

Just send the confirmation link that you received in the email to us per mail with your username, game world and the site that you play on to [email protected]. Its in the forum
