Unless you have access to a capital, go straight for the veterans.
When you're done all 4 veterans, I suggest going for Forced March up to level 5. It doubles your own support speed toward your own castles/outposts.

Depending on what your resource production is like, you may want to do some economic production before going for the veterans. I have 3 food outposts, so wood and stone are a little scarcer for me. Researching stone wedging and pitsaw before going after the vets may pay off for me in the long run.

Is there a good list of all Research options, costs, and effects?
EDIT: I saw the FAQ post, but I like numbers and math

Personnally, I suggest going straight for the veteran attackers, and when you've got enough, you can start hunting down enemies and lotting their castles/outposts, thus bringing in way more loot to your castle.
On average, I used to bring back around 25 000 loot per attack, and that was when there were only 3 waves (aka a cap of 690 soldiers)! Imagine now with 4 waves (aka 1040 soldiers)!

Well I agree with you Joe, I also (even if I have Food outposts only) did the miltary upgrades first and the veterans, then the Plundering log level 5 (as I dont have a lot of population for more public Order I get a lot of coins from RBC's) then I completed the forced march, and then all the upgrades needed for reaching the level 5 crop field rotation, and I level it up to level 5, now I am almost finished with research, but that is the way I did it

what does it cost to research, and does it take time?
if it takes time, does public order speed it up?

If you have the rubies and the resources to do it, it can probably take over a couple of weeks. But what do I know, I haven't finished the researching yet.

If you're stupid enough or a billionaire, you can finish research immediately and get a few million resources for a few million rubies.
If you have a reasonable resource production and are fairly active, I would say around 6 months for all of the research, but that's not really a very good estimate - I haven't actually finished the research. I would say around 2 months before you get all the veterans.

actually, it's only 29 Days 22 Hours and 0 Minutes (718 hrs of research)
total resources needed to research the prerequisites + vets:
wood: 330,880
stone: 340,120

plundering log increases resources plundered. gold, isn't a resource. plundering log is like hiring a marauder. marauder doesn't affect gold either.

Maybe, but you'd have to be pretty good at timing to research all the veterans non-stop and I was including all the researches (or whatever the plural of "research" is) you have to do before you can get to the veterans. I was trying to be realistic - you're not going to be researching non-stop, whether due to school/work, not enough resources, being asleep, forgetting or any other reason.

those as in plundering log + marauder?

those as in plundering log + marauder?
yes, I know that happens because I get 16'800 coins from the Barbarian Fortress, and the base loot is
10'000 coins
so I get
(10,000 * X) * Y = 16'800
X = Plundering log bonus (40%)
Y = Marauder Bonus (20%)
