Rubies are the premium currency in GGE. They can only be obtained once you meet certain conditions. If your outcome with rubies outdoes your income, you shouldn't be spending then. I remember in a previous account and I spent all my rubies, so I had barley anything.
Anyway. :P
There are little tempting things, like finishing buildings with rubies. Do not waste your rubies here; get time skips from events and login bonuses.
Bakeries are a big yes. Save up rubies for one in your main castles in the different kingdoms.
Another good use, if you have lots of good attack units outside of the stronghold, you should put rubies towards opening your gate or protection mode. Maps, when on sale, are good to buy, especially the 100%+ bonuses. 
DON'T buy WoF tickets. They are a waste. 
This data has been uploaded by me from my own previous experience and some other people's experience. Please do not get aggressive or tell me this is stupid. I would however be thankful to suggestions and things to add. :)

Hi there, just a couple of comments, firstly, I disagree with spending rubies on doubling troop recruitment, open gates, and protection mode, these are all things that should be spent on if you have lots of surplus rubies, key things to buy are fire moats, bulwarks (both tools), and potentially investing in a bakery (these are all things that are very useful for the price that they are available for. The tools make your defence capabilities much higher than any other defence tool in my opinion, and the bakery means you can hold more troops, which can never be a bad thing!

Of course, if you are a ruby player tho... These maps are expensive after 200%

My Advice:
For ruby savers-

Hit Robber Barons and Kingdom Barbarians and such as often as you can. It offers rubies and alot of other loot. Don't spend rubies on the temporary things, they are tempting at the time but 2 days later it will have no effect on you at all. Long term investments into long term rewards is always best. Bakery is always a hot topic but if you have any outposts that are not food primary then buying a bakery is just spending rubies because you got crappy OP's.

At a low level and starting off in the game you can get ALOT of rubies, save every last one of them. Use them for a construction crane. Though less efficient at later levels especially when your XP is gained from kingdom quests, getting this in your level 20's will save you ALOT of time and will allow for quick development. If you want to take the game slow then don't bother. NEVER buy the level 2 construction crane, if you have enough resources to have 3 buildings going at once then you must have had alot of resources saved  up. Bakerys are good but honestly, finding an inactive player with a fair OP is more efficient than getting your own OP's and getting a bakery just to host 400 troops or so. Drill grounds and the crane are nice lower levels buildings but mid levels not so much. Recruitment speed is nice at lower levels and at higher levels but mid levels you generally have a coin issue so that recruitment speed isn't useful, just makes you have to spend your coins faster. Master builder is nice but is expensive. The fire station is a NO. It is far better to get anti-fire castellans than a fire station. The hospital is a nice investment as despite the ruby troop fill ups, is still useful. This will also increase capacity which allows for room for coin troops.

Maps are good also. Very useful for getting back into action with your troops.

If you loot and are active enough, food overseer is good. 

Marauder too, will help with coins/resources/glory.

I got a crane and found it to be a big waste of rubies, not worth AT ALL. Save rubies for watchtower, bakery and stables.
BTW I wouldn't waste too much rubies on OPs a lower lvs as if you're in a big alliance or even a medium sized one theres bound to be a couple of people willing to give ops to you

first focus on your main castles. then when you have all sparklies (preferabbly) and are level 65+ start thinking about rubying up your OP's.

If you aren't in a particularly strong alliance, then bakery is the best buy
If you are in a strong alliance, watchtower and stable's are best. the watchtower will enable more troops to get to you to defend you, you could get thousands more troops from a watchtower, a bakery wont do that much. Stables, well if you expect support you need to give it!

Either that, or you don't get more bakeries = more troops.

Not necessarily. Hornby has a point; you'll be more helpful to your alliance if you can support your comrades - same with them. I don't have fully decked out bakeries yet, but I've already started spending on stables. With all the events going on, looting is something that can keep you going for a while; a bakery is only a little boost to the amount of time you have left every night, so a stable is worth the purchase.

It also depends on how active you are, and as Hornby already stated, if you're in a fairly large alliance or not. If you can only get online sparingly, it'll be more difficult to loot so you can comtinue feeding your troops, so you'd focus on upgrading your bakery for lower food consumption.

except the difference in having each troops consuming 4/6 food and 2.4/3.6 food per hour is huge.
