Before this update, people could skip the last 10 minute build time which cost approx ~20 rubies. With this update, at the cost of a minor inconvenience to users (of which compared to previous updates should be no big deal), the build skip time had to be reduced to 4 mins which cost approx ~8 rubies. This difference of 12 rubies may not seem like much of a difference, but look at it from *MY PERSPECTIVE*
*Note* Prices calculated without bonuses
10 Rubies = $0.01 USD
1,000 Rubies = $1.00 USD
20 Rubies = $0.02 USD
12 Rubies = $0.012 USD
Based off of the rough estimate of 135,000 users on the US1 server alone, imagine if all of these users utilized one 10 min skip a day, saving THEM 20 rubies. What about for a whole year? You are correct. That would equate to saving 2,700,000 rubies per day, or $2,700.00 USD per day, $985,500.00 USD per year. Imagine if this atrocity went on for a decade. That's right. Your fourth grade math skills are correct Billy. That's $9,855,000 USD. And that's accounting for just the US1 server, let alone the other ones. Do you know what I could do with almost $10 mil USD? I could buy 1.0*10^10 rubies and finally max out my glory memorial with just enough money left for a 20 piece chicken mcnuggets.
Anyway, have you ever heard of the theoretical idea that matter cannot be created or destroyed? Believe it or not, I suspect that this applies here too. When somebody saves money, I have this weird feeling that somebody else loses money. Therefore, the only option to reduce loss is by reducing the allowed skip time for buildings. By reducing it by 60%, the other side essentially saves $3.9 mil per decade. Holy cow talk about being economical. Thats like 16 and a half rolls royce cars. Who doesn't want a rolls royce car? or at least half of one?

We really didn't need the free time skip to be reduced down to 4 minutes, that literally doesn't change anything, except annoy us.

That 6 min difference makes a big difference when you're trying to repair a lot of damage.
You use up the skip times much faster.
We're now back to taking weeks to recover - and since a castle is burning - people think you're inactive and keep attacking - which gives you even more damage to repair.
You can't earn enough rubies to catch up.
While some people will whip out their wallet and buy all the rubies it takes to fix it all and rank up with ease,
heck will freeze over before they get a rusty nickle from me.
When the game becomes nothing but putting out fires it's not any fun anymore and then it's time to leave.
You use up the skip times much faster.
We're now back to taking weeks to recover - and since a castle is burning - people think you're inactive and keep attacking - which gives you even more damage to repair.
You can't earn enough rubies to catch up.
While some people will whip out their wallet and buy all the rubies it takes to fix it all and rank up with ease,

LOL. If you're in any sort of good alliance, people won't keep attacking. As it is, nothing really bad happens when you get burned.
