or does the game seriously just ask you if you either want to get paid or taxed with no other consequence?
just seems like constantly letting him go for gold would eventually have some sort of impact on something...

RBCs are like a personal training ground at least levelwise. They are ALL level 1 until you start attacking them. You attack them repeatedly until they level up to 5.
One RBC could appear as Soren Stiffneck on the map for all players but that RBC can be level 5 to you or level 25 to another player. It all depends on how actively you attack them.
So in essence you don't find level 5 RBCs... you create them...

Hey! That gives me an idea! He's probably a spy for the Robber Baron Castles. Kill him and you'll get attacked less by the RBCs. Decent theory, ya?
