This is my advice to newbies. If you do not plan on buying rubies or very little this is how you should use your rubies:
This how NOT to spend your rubies:
First off just because you get 300 rubies as a gift does not mean that you should use them to complete buildings. Let them finish on their own.
Secondly while town houses may look and sound good don't spend rubies on them.
Third don't buy ruby siege or defense tools, because while they are better than regular tools if you have a good defense it shouldn't matter that much.
Fourth don't use rubies to repair damage made to your castle, while it will take longer, resources do the job fine.
Fifth when first introduced watchtowers were great, however with the recent addition of commander and castellen items they are now obsolete as some items can greatly increase the time it takes to detect incoming attacks.
Sixth- Events. With the exception of shadow mercenaries and plague doctors all events should be possible to accomplish without rubies. If you are active enough it is indeed possible to collect all the necessary items for each particular event be it the traveling knights or the alchemist. Remember these things will come around again so don't panic if you don't get them the first time.
Seventh, firehouses are pointless fires have long been put out just fine with resources before they came along and resources still do the job just fine.
Eighth- For the new resources in ice, sands and fire there is a new building similar to the stonemason, woodcutter and flour mill. Dry Storehouse in ice, Olive Press in sands and Glass works in Fire. It has the same effect but after the first level it costs rubies to upgrade. I advise against this as if you are patient enough you will have enough charcoal, olive oil and glass to purchase what you need from the villages.
Ninth- The Master Builder building is an incredibly useless ruby building. I have gotten to level 63 without needing this building to reduce my resources. This in itself is proof that it is useless.
Tenth- The Military Hospital is also pointless. While saving your soldiers may sound good look at it this way. At the price of 1250 rubies it is ridiculously overpriced especially when you could buy a bakery at the same price. And that's only for the first of 5 levels. If you have 500 men and 5% of them are saved after a lost battle then you are only getting 25 back.
Eleventh- Ruby Decorative items. The most potent ruby deco costs 5500 rubies and has 190 PO. While that may sound good, the best resource deco has 130 PO only 60 away from a festival square. If a non-ruby player is lucky enough to accumulate 5500 rubies then i feel that it would be a waste to spend them on just one item. Unless an entire castle is filled with festival squares then i dont think that the effect will be great enough to outweigh the importance of the effects of a bakery, stable ect...
Twelfth- Hunting Lodge. The first level is all you need. The 2nd and 3rd levels dont increase the amount of food that is produced at all, they just decrease the wood/stone penalty. Not worth the upgrade at all since it costs 35,000 and 45,000 rubies to upgrade respectively.
Thirteenth- The Crane. A replacement of the second and third building slots it is just another way to waste rubies. The two levels unlock building slots which are not worth it as they dont even build at the same time. Instead the buildings only start construction after the building ahead of it is finished. Patience with just one building slot will build your castle the same.
You SHOULD save your rubies for:
Bakeries, they reduce the amount of food your soldiers eat and therefor mean you can make more. The highest level reduces food consumption by 40% giving you almost twice the amount of men that can be fed without a level 4 bakery.
Stables, they considerably speed up the speed of your soldiers when attacking.
Unlocking kingdoms, while the stone, wood and food should be easy to unlock if you want to save a lot of time and gold use them for unlocking gold instead of actual gold.
Drill grounds speed up the recruitment time of your soliders making for bigger armies in shorter amount of time. Feasts, research and good public order also contribute to the recruitment speed if soldiers, so DGs aren't that important.
Capture Attacks take a very long time even over just a small distance. If you are trying to capture an outpost held by an active player i recommend using rubies to speed up the capture attack. Especially if the player is in an alliance. The faster capture attack will give your enemy less time to prepare and gather support from his alliance members. Just remember it is pointless to use rubies when capturing an unoccupied outpost.
Lastly Open gates, while they do save you from losing battles that you have no hope of winning and no damage is done to your troops or buildings. With the latest update try not to use them more then once or twice a week. Otherwise the price will keep getting higher and higher.

Yea thats pretty good advice,but for the damage control,I do think it would be a good idea to repair it.If you leave your buildings on fire,than people might think ur inactive,and therefore start to attack you to farm resources off you.

But when you are a higher level it costs thousands of rubies to repair and if your not a ruby player then you will have to repair regularly anyway.

a firehouse might also be worth it, that way it costs less resources to repair (since the damage is less when looted\sabotaged)

Just save up your rubies until you have enough to either upgrade your exsisting bakery or build a new one. You can have 1 bakery per castle.

Hey newbies, don't waste ur money on crappy decorative items that cost like 2,000 rubies. Wait for when u are lvl 40, u unlock festival squares, which gives u 180 P.O.(public order), but they costs like 5,000 rubies each. And jousting lists, they take up less space than festival squares but only give u 160 P.O. Parks are pretty good too, u get 104 P.O. out of them and they costs a little bit of resources.

well getting rubies is easy quite oftenly from quests , atking , daily resources , lvling up , acheivements , glory things.........etc....
